On August 28, 2025, DHS announced a proposal to replace the current “duration of status” rule (which lets F and J students and scholars stay for the length of their program) with a fixed end date of up to 4 years. If approved, extensions would require an application, fees, biometrics, and possibly an interview with USCIS. It would also shorten the F-1 grace period after graduation from 60 to 30 days and limit changing degrees or programs.
This is not yet a final rule - it is open for public comment until September 29, 2025. DHS will review comments, possibly revise the rule, and later publish a final rule. UCSF will work with sister UCs to respond to DHS’ proposal.
